The situation from a camera may seem to be utterly chaotic .. Violence erupting in the street, blood scattered from to individuals and the latter wounded 8 feet from a drain with a steady pool into it as the rain starts to spread the cells, grasping for life... The world is filled with the continuity of violence, though mandates on the actionability or discretion of responses to decisions .. They leave a great disparity for the concept of order...
